THE LINE, Saudi Arabia: A 170-kilometer vertical-city vision

THE LINE is the most visually radical component of Saudi Arabia’s NEOM development. The official long-term concept remains 170 kilometers (106 miles) long, 500 meters (1,640 feet) high, and only 200 meters (656 feet) wide. NEOM says the finished city could eventually accommodate nine million people while occupying a 34-square-kilometer footprint and operating without conventional roads or private cars.

Those numbers describe an ultimate design goal, not the amount of city that exists today. NEOM now describes delivery as a phased, demand-led approach, with modules developed over time and the broader rollout extending toward 2045. This distinction matters because the frequently repeated $500 billion figure refers to the wider NEOM program, while definitive public budgets for the full version of THE LINE remain fluid. Treating a single multibillion-dollar estimate as a fixed construction price creates false precision.

From an engineering perspective, the project combines the problems of a skyscraper, transit network, utility corridor, and city. Designers must address wind loads on an exceptionally long façade, fire compartmentation and evacuation, structural movement, vertical logistics, heat rejection, water supply, waste handling, and redundancy. A fault that would affect one building in a conventional city could interrupt an entire linear district here.

In all cases, the Promoter must cover the running costs prior to obtaining a construction permit. These costs will be considered the contribution of the Promoter to the Project. The cost of land or obtaining rights to it is also paid by the Promoter.

It is supposed to study which option is most convenient for the Promoter in each case.

3. A flexible combination of Bank Financing and contributions from Financial Investors is proposed for the period of construction and at least 15 years of operation of the facility, replacing the traditional Project Financing.

SPV will be created only for the construction of the project in which the loan guarantor will have a majority stake only during the construction period. The necessary credit will be insured by external guarantees in such a way that the Promoters Bank will have no problem in financing the construction.

At the end of the Construction the Assets will be acquired by an Investor who will receive an annual income for at least 15 years, giving the option to buy back the Asset to the Operating Company. The future annual income of the Investor must have a guarantee from the Operators Bank.
